If you don't want to allow NMDCS or ADCS don't run a secure port.
And if NMDC isn't allowed, NMDCS won't be allowed either, adding another setting for it will be confusing.

I can join whit NMDCS but NMDC is false !

That should only be possible with profilelevel 10 (Hubowner) or if the profile has an override for "blocknmdc".

if TLS support + port open then
