As suggested by endator, here's a proposal for clients to receive the desired charset and possibly other locale related preferences from the hub.

C: $Supports Locale|
H: $Supports Locale|
H: $Locale CSwindows-1251 DILR DA"<string>" TI"<string>"|

The following fields could be used, but fields can be omitted (yes, i'm using ADC style notation )

CS = charset
DI = writing direction, LR = left to right, RL = right to left
DA=date format
TI=time format

More fields could be added if necessary.
