Hey if a users is !blockdownload, can any download from them ?

When a user isn't allowed to download, all reverse and active connection requests from that user are blocked.

This means that only active users will be able to download FROM that user then, since the blocked user can't reply to a reverse CTM anymore with a normal CTM.
