when setting !setroomdesc

i can go into the HubPrivateRooms.ini file and change the dec and do a restart on the hub and it changes it

so their is a small temp work round if you do have access to the files

apparently I forgot to update setroomdesc to work with privaterooms, sorry for that.

will be fixed in next version.
