messages sent by victim are only seen by class C or above; affect only guests

flags for mode:
 01 - screen mainchat messages
 02 - screen private messages
 04 - victim receives back his messages, not knowing he is muted
 08 - victim is informed that he is muted and he needs to register to unlock this
 16 - victim receives no warning and he does not see his messages

For ip-range this is very nice, in case victim has dynamic ip.

Good idea, it can be made to work with general !mute command if the proper extra arguments are supplied.

I think we'll skip the time argument, but a general time setting for mute/kenny/muppetize may be implemented.
