MOTD, FAQ and rules and other text commands can be changed and created with "cmds" commands that you can find listed under !sethelp.
Type !showcmd rules to see details about +rules command, you can also check: http://flexhub.org/wiki/index.php/FAQ no. 6

but where are the txt files stored changing rules by command line is a pain lol just edit the txt file

flexhub/settings/hubcommands much easier to edit that
